There is an abandoned bike outside my office. It's a Carrera MTB/BSO and has been there since we moved in in January and is severely damanged. It's occupying the one bike rack we have available. However, the bike rack is on the building's land and the council can't remove it. The landlord is unresponsive. Any suggestions?
