That the stem is welded to the fork crown does not diminish it's existence as the thing which provides the extension from the steerer axis to the handlebar centre. If you were older than 12, you'd know that stems used to be called extensions, and you'd be less confused about the difference between the function of an object and the method of its construction and attachment.
