Why not? like I said it's a tri bike, some ride clipless, some with running shoes, even some have running shoes with cleat in them, which probably would account for that pedals.

They* do. Lots of people ride in trainers with clips and straps, but anyone going anywhere is in proper cycling shoes. Cycling and running shoes require very specific and mutually exclusive characteristics. No one who invests more than a moments thought in the idea would consider running shoes with cleats.

Different stroke for different folks I reckon, some have clip and strap to save time flaffing about changing shoes to get on a bicycle, whether other believed they're better off having proper tri shoes* for better performance.

*the one with lots of ventilation and a big fuck-off single strap.
