If the clearance is smaller than the size of road debris which will stick to the tyre, you get the brake applied suddenly and unexpectedly under certain conditions. Not the same problem as tight tyre/downtube clearance, because there is no feedback loop with crown clearance - the wheel either stops (quite unlikey), the debris gets ejected, or the weakest element of tyre/crown/debris gets deformed.
