This is almost an exact word for word reason for why the laws were changed.

It used to just be an offence to be carrying an offensive weapon, an intended offensive weapon or an adapted offensive weapon. After too many people got away with the "chef", "carpenter" "other professions that use sharp or pointy things" it became an offence to be carrying a sharply pointed or bladed item without good reason, too.
