Not quite as bad as it looks. Bad angle (read crap photo) makes the reach appear further than it is. It's actually set up according to pro bike fit, mind you that was done m a n y years ago.

ffs, this was the example what to do when you want to change the bars to something else

nothing else, as long as the steerer is alloy/steel you're fine. Of course, if you want to use a 1 1/8 stem you will need a shim as the converter is one inch, but thats it really.
