Measure the interior width of your rim. 13 - 17mm will take a 25C tyre. 19mm and above is too wide for your tyre. If your rim is right then a narrower inner tube is required as the thickness of the tyre carcass is probably too much for your current tube. Failing all that make sure the rim is very clean and tyre is nice and warm before you fit it.
