As a rule of thumb: yes. Idea being to give you a bit more of an upright stance and increase standover, but individual frame designs will ultimately affect the sizing choice.
But it struck me odd to have that much post and a long, upwards pointing stem. It looks like the bike has been adjusted to its limit to give a suitable position, which doesn't really leave much room for tweaking.
But hey could be a trick of the light or the fact that I just can't get excited about a Cube, sorry.
The stem is that way for general commute (8 degree), I always find it hard to find bikes for the right size, but was told before purchasing this one by another LBS to go for a 58cm frame!!
