I'd say that was true of the older bikes- my System Six for example, which is made out of carbon fibre drainpipe*.
With each iteration of the SS/SS-Evo Cannondale have slimmed the tubes down and made an effort to get more out of the wind- without going to aero tube profiles that said.
If you have a look at the very latest SS-Evo frames that are currently being raced there is a fairly strange looking cutout/straight-through section above the BB to duct the air, so it's clear that it is something that they are thinking about.
*Apart from head on, Tour Mag did a test and the System Six did really well, just as long as you are always straight on into the wind...
