I hope you did get his number. The fact that he did not want you to get it, is a sure sign that you should. I am thinking this guy did not want the police to arrive because he was drunk or not insured or some such. Now he has left without leaving his details, effectively that is failing to stop at the scene of an accident, which is pretty serious. As people have said above, write everything down, before you forget the details, and make sure you report it. This guy is driving around carelessly (at least, and maybe drunk and/or not insured), and it is a matter of time before someone gets hurt... if you report him and help get him off the road you are doing everyone a favour.
