The rider is Arthur Briggs, the father of one of the Hounslow's leading lady riders of the sixties and seventies, Pauline Chamberlain.
The date is 1925, and I'm pretty sure the time keeper is F.T. Bidlake, the so called 'Father of British time trialling'. I'm not certain of the event, but I think it may well be the Bath Road 100. Bidlake's presence and the crowd at the start suggest it was something reasonably important.
In spite of the poor condition of the photo, the rider's vibrant smile shines through - this was clearly a big day for him - I hope his ride was up to his expectations.
