I think this should be in the wheelbuilding thread, but anyway here's a cheap decent build (in my opinion):

Rims - I was going to say that CRC were selling Jalco DRX6000 rims for about a fiver each, but it looks like they have sold out. This is probably the wheel component you have the most opinion on though and any 32h 700c rim should be fine. Deep section rims are easier to build generally.
