I had this issue, there are few wallet friendly (and relatively light) forks in that criteria esp a non tapered steerer tube; in my opinion Kinesis DC37 are fugly unless painted but otherwise here are few options on top of my head;

There is another option; Poison Fork, cheap as chips just cant find a link, see DJ's commuto CX thread.
Eventually I went with Kinesis CXD which is tapered.
