yeah, sad thing is if it happens to a kid and someone does tell the police, you know what could happen.....
Owner's fault.
Hopefully he will keep it on a lead from now on and get some dog training classes !

But if they put the owner down there would be no one to care for the dog.

Parks are best avoided.
