A Bristol warm up would be cool, the pre-requisite being that you must be playing at Bristol?
If you were to do the regions thing I think it would better if it were open to 1 team per scene. (with a 10 team cap) Or two per scene if you could manage it. Bench seems to be the way to go tho. then more people get to play, with a similar amount of organising.
Just need to come up with a whimsical theme.
