My rule of thumb is to find out what the maximum spoke tension is for the rim, and aim for that less about 10%. It's not exactly scientific, but it's worked so for. The only exception was on some Chinese carbon clincher rims, where they reassured me the maximum spoke tension was 180kgf. I built them to 120-125kgf, and they've been a happy set of wheels so far.
