Not sure, thinking about it I imagine that when the non-drive side crank is parallel to the chainstay (i.e. capable of striking it) I'd be either in, or just entering, the period of highest pressure on the right hand pedal.
Therefore, if it's going to deflect at any time, it would be then.
Excluding at the bottom of the stroke when out of the saddle surely.
