Have you anchored the cable on the correct side of the bolt? If its on the wrong side it will take much more pressure on the lever to pull the cage over.
When the derraileur is in the small ring, there should be virtually no tension in the cable. In this position, the mechanism should be supported by the limit screw alone. (The cable shouldn't be slack as such, just not tight enough to lift the mechanism off the limit screw)
Is it at the right height? The bottom edge should hang about 1mm above the teeth of the big ring.
