It's paint thats worn off so it's just going to be a case of repainting by hand after a little sanding back.
Reg toptube: It's quite pitted and I have sanded it back some so it might be that that you are seeing, there was a bigger dent but thats been filled and I have spent today sprayign and sanding back to get perfect, there is a dent on the chainstay and the seat tube but it's too late to get them out - and they are only dings (turns out it's an ex USSR team bike - I think...).
