It's annoying though, as so far I think only Bontrager are producing a 25mm tubeless tyre, sure the current Hutchinson Intensive Tubeless says its 25mm, but when I ordered one, it was closer to 22mm!
The 28mm version should be a reasonably robust tyre with a bit of puncture resistance and a hard wearing tread, more grip than a very grippy thing, and very comfortable for everyday riding.
