I agree with James re the stuffsack. I think you are unlikely to find something with all those features which comes with one.

For long rides (rather than all-purpose commuting) I've really liked my two Campagnolo jackets. One which I've lost. They always seem to have the right features and are cut specifically for cycling.

My Gore and Corinne Dennis both had all those features bar the hood, but the Gore leaks and I broke the zip on the Corinne Dennis.

That Campag one's nice. But would be much nicer with moar pockets. I have had too many tantrums on my doorstep trying to get keys out of rear pockets in the pouring rain.
