I agree with James re the stuffsack. I think you are unlikely to find something with all those features which comes with one.
Have you looked at the dhb range? Admittedly it is not very high brow, but their stuff seems to tick a lot of the boxes, i.e. http://www.wiggle.co.uk/dhb-eq25-waterproof-cycling-jacket/
For long rides (rather than all-purpose commuting) I've really liked my two Campagnolo jackets. One which I've lost. They always seem to have the right features and are cut specifically for cycling.
