Don't think it's realistically 74 degrees, it look rather slack, and they base the Gangsta on an old English track frame, which mean it likely to have both 73 degree ST and HT angle*.
Also seatpost angle usually doesn't matter that much if you can set the saddle further back, unless you have old saddle with little room on the rail to move it.
