To force it to -
Apps -> All Apps -> Google Services Framework
Force Stop
Clear Data
The back to System Updates, it'll say last checked at the epoch.
Click Check Now.
It might work. If not, rinse and repeat
This changes which batch the phone think's it's in. You'll need to reauth the phone with Google afterwards though
