seems a bit pointless buying bibtights really if no part of them is exposed, or you aren't really taking advantage of the fabric and fit by plonking stuff on top.
If I were you I would wear normal bibs for the pad and then: as many thermals as you need (1x silk, 1x wool in -15 I imagine), + 3x layer goretex ski pants and those crazy boots.
