dry, Tiagra would be a much better choice than the Sora, with the Tiagra, you can easily upgrade to 105 as they're both 10 speed nowadays.
obviously biased but I do like the Genesis CdF are they're excellent bicycle for the money and damn comfty (if you're just using it as a winter commuter).
I also recommended the Pinnacle Arkose Two, as the equipment is very decent for the money, the Norco Threshold A2 is also worth looking at.
Test ride as much as you can, and choose the one you like the best in term of handling and comfort, but for commuting, disc brakes is defintely worth going for.
