531 frame, tick ok bits tick , looks like a decent mavic front wheel tick
i'd say it's worth 135 better price at 110
check the bearing cranks wheels etc for play even a little side to side movement in either could cause you a bit of a bill to repair / replace / re grease
ride it around a bit try all the gears from first to 14th change up and down make sure they all line up properly although those could be friction shifters as opposed to indexed gears so they should work just dandy
