thats the only solution though I suppose, guy wanted more aero/drop and he seems like a small chap as well (frames are v small, both) so the only thing he could do other than shrink the frame was to put this abomination on there..

It's a way of getting the shoulders lower without bending the arms, per Ondrej Sosenka
but from an aero point of view I think you have to get your forearm horizontal for best results

In Sosenka's case, it was that doing 150 laps of the track was going to be tiring due to the acceleration ("g-force") through the corners. They calculated* that the extra drag of nearly straight arms would be offset by the ability to hold a better body position throughout the whole hour. Can't speak for the other bloke, maybe he has a disability.
*It seems that they calculated a lot of other things too, it was 2005 after all.

ya have to remember, in the MTB world it is still cool to colour coordinate the shit out of everything, just look at Hope and Chris King's ranges to confirm that...

What's wrong with the fork is the complete lack of interchangeability and upgrade options. There is only limited improvement to be had by changing/tuning the shock.

The Moots is a standard head tube, if you didn't want that fork you'd just fit another.
Obviously he has that fork for a reason, I'd be interested to ride it...

The whole Moots is a collection of weight weenie parts .. AX, Carbon Ti etc .. The fork is, I believe a GERMAN A Kilo no. 1 ab which is about as light as it gets for a suspension fork.
