my low got 55tt and 55st both center to center. 13cm headtube. A classic track frame of that size would have something like 16 or 17, to have level toptube. It is a tad bit lower than square geo classic frame, but perfectly ridable for long rides.
And of course it is for aesthetics. We've hand long enough seatposts for decades now.
