Is it time to start calling out bad cyclists?

However, this morning was made significantly better by seeing a guy getting ticketed for running the red lights at the bottom of Grosvenor place.
I'm all for creeping across a pedestrian crossing if there are obviously no pedestrians around and it's still on red, but jumping the 4 lane junctions around central is just fucking ridiculous.
PLUS, there are PCSOs (and real police) there every morning. I assume they are 'spotting' as the guy was pulled to the side a little bit further up by a PC on one of those official Police 'mountain bikes'.

Where on Grosvenor Place? There have been some police around the junction of Lower Grosvenor Place/Buckingham Palace Road/Bressenden Place for about a week. I don't generally see too many RLJs there, but the junction at Ebury Street/Beeston Place/Grosvenor Gardens/Lower Grosvenor Gardens - I sometimes think I am the only cyclist who stops on red.
