Took me a while to notice that too but upon reflection, it could be a lot worse. It is no way near the best way to use what is at hand and it wouldn't have taken more than a couple of seconds to add a whole extra level of security. However, as it is, it still stops the opportunists, the locks would have to be cut, undoing either of the wheels won't get you a free bike.

North Harrow tube station bike stand:
small 'no label' bmx,
cheap Poundland looking padlock
through what looked like a dog chain
through a pedal and looped round the bike stand tubing. -

You should see the bikes at my cities hospital. All the doctors/consultants bikes, bare jokes. They all get mugged off buy the salesmen in Evans.

Course they didnt! That wouldn't have rendered their lock useless. Unless they just decided to punish lock 1 by not simply unlocking it and using it better next time.

I strongly suspect that both those bike owners have no lock of their own, so rest the locks that are left on the stands to give the impression that theirs are looked to anyone just glancing at them.

didn't manage to get a picture but a guy bothered to put 4 D locks on his bike and then left his lights, computer and bags (which looked pretty full) remaining on his bike..

We have the same brackets at my work and I assume the C2W scheme has just dished out this years vouchers. I've already had to advise people to not lock their bike that way.
