I'd rather not bother levering a 'closed' stem to try and fit those bars either way...

Modern track bike... Rotor cranks, ISP, expensive Enve stuff then a flexy single bolt stem with bars that are frankly horrid to ride on the track.

But it isn't a track bar. It was never designed to be.
