    Zig-zag lines do mean no stopping - but stopping as in not driving. Stopping and waiting for someone to cross would still count as driving. I'm sure there's a convoluted and dry description somewhere, but that's the general gist.

    Zebra crossings don't mean that cars have to stop, but that pedestrians have right of way once they - when pedestrians are on the crossing, cars must stop.
