Is it time to start calling out bad cyclists?

I was under the impression any vehicle inside the zigzags doesn't have to stop or is that just zebra type crossings?
Zig-zag lines do mean no stopping - but stopping as in not driving. Stopping and waiting for someone to cross would still count as driving. I'm sure there's a convoluted and dry description somewhere, but that's the general gist.

Zebra crossings don't mean that cars have to stop, but that pedestrians have right of way once they - when pedestrians are on the crossing, cars must stop.
