Is it time to start calling out bad cyclists?

You could always stop behind it and close the gap? That's what I do sometimes.

If anyone protests, just tell them to go around on the right or fucking wait 30 seconds.

Generally no one says anything. They just stop.

I often do this. They normally just bump up on to the kerb though...
