UCI have just ruled out an amnesty, but even if they flip-flop on that there's the problem, particularly for Posties, of financial claims. The Armstrong era didn't just introduce effective doping and anti-doping evasion/corruption, but also the concept of hedging sponsors' win bonus risks on the financial markets.
