well, i don't really know as i'm no expert.. but i took the forks with the short steerer to the framebuilder, he took an old fork with enough column length over the thickened part (near the crown the crown, the steerer tube is thicker - sorry for this info, i do not mean to insult.. just in case you did not know) and BOOM. i think it involved brazing but could not find any traces of cutting, brazing or anything else on the finished forks. (not even inside the tube) and i'm sure he did not just switch the steerers of the two forks as the second one's was just as short as mine..
