First off its definitely French you can pretty much tell at a glance from the scalloped stay and fork ends, but Simplex ends and French thread BB confirm it.
I'd guess the super record chainset Etc. is original, this will have a date code from which you can guess the frames age.
The seatpost diameter is not an indication of quality for French bikes (or older Italian or Japanese) as they're most often built with
metric sized tubing and common sizes for the best French frames are 25- 26.8 mm ( some frames are built in imperial sized Reynolds tubing but they're uncommon.
Bottle cage bosses are a good indicator of a post 70s frame but shifter bosses have been brazed on since shifters existed although they dropped out of fashion in the 60s.
Looks like a really nice bike, shame you're not going to ride it but if you're interested in maximising your profit part it out. I'll take the bottom bracket and chainset.
