"crossing the track" should never be hairy, as you simply cross when it's clear.
However it's certainly hairy for riders and officials when people don't. A bit like lemming pedestrians crossing the road.
Part of the solution is to allow only riders and helpers into the track centre, not spectators. Not very "6 day" I know, but then neither is an outdoor track with no other method of getting track centre.
