The brakes are a non-named budget entry levels variety, I'd suggested at least a Shimano Tiagra brakeset which will make a nice improvement.
If you can't stretch for decent brakes, then a change of pads may be a good solution, says a Koolstop Salmon, which will make a noticable improvement (even more so with a Tiagra brakeset).
