Food is deffo the best way to build a relationship with a nervy cat. Have you tried anything more tempting than cat food? You might get him a bit closer with tuna or chicken. We did the same with a local stray that visited us for a while. Took about a month or so but eventually we built enough trust to be able to flea and worm him (and give cuddles). Before we fed him he'd leave the garden as we entered.
