Is it time to start calling out bad cyclists?

What's the logic of that?
Without lights... best place to get seen?

Don't cycle without lights though, it's illegal too

It should be added I cycled on the pavement by the a24... Which I would highly recommend not cycling on with no lights. Also the pavement is wide and mostly empty (just to put Clive's mind at ease).
