It's not a matter of it being against the law, it is about what is and isn't acceptable behaviour, it's about living in a society that takes responsibility for it's actions. Why should we wait for the Police to turn up and tell someone they are being inconsiderate? In fact don't we live in enough of a Police state already? Shouldn't we take back some of the responsibility?
