Even if they could identify you via camera on a bike, the TMA doesn't allow for PCNs for pedal cycles.
It doesn't appear that any powers have been given to non-police constables to stop anyone, let alone cyclists.
But then again, I'm no lawyer, and can't be said to have an exhaustive (or even accurate) knowledge of this.
