The only bit that might be relevant is "impact on roads" which links here: http://www.getaheadofthegames.com/travelinaffectedareas/city/london-road-predicted-impacts.html But that appears to be general advice for car and motor vehicles rather than any advice to cyclists. I can only deduce we get this brilliant network of new lanes to use.
