For somebody with so much legal advice, it's surprising that he can't use precise language. It bears repeating as often as Lance says
"I'm the most tested athlete in history"
that what he actually means is
"I'm the second most tested athlete in American cycling with the surname Armstrong in history"
You can see why he'd assume that we'd all take the bold parts as read, since the two statements means exactly the same don't they? Including the full text every time he issues a statement is just too verbose, and we know how keen his lawyers are to be concise.
