the front axle forward extension is indeed fork rake (dono wat else to call it) and its to reduce trail. Reduces sluggish and slow steering and makes it a nimble and precise steering horse. the origin was a prototype with adjustable camber on the wheel, hence the forward tube.
Cutting the top of the bar at an angle is a nono for me. Somehow bike with forks like that make me throw up. Although the front extention doesnt look any better.. but it was at hand.
