Two things at the moment in Formula 1 just are not compatible with each other. On the one hand, there are cost cutting initiatives for all teams from next year, yet at the same time, new engines are being touted. These engines will be too expensive for smaller teams, and private suppliers like Cosworth may be left out completely. Bernie is very against the new engines also, so I hope sense may prevail.
