  • Serious answer; Japan has high exports but low raw materials, therefore, shipping goods into ports cost more as there is less space on incoming ships and in bonded wharehousing. Due to the discrepancy between imports and exports (more will always go in than come out as some is used in the domestic market) there will always be a surplus of space on outgoing freight vessels, and, like the Ryanair business model it is always better to have someone paying something than, no-one paying nothing, so outgoing freight will be relatively cheap.

    Disclaimer: I am not a logistics expert and am drunk I don't know if it makes sense. But it is my drunken layperson's understanding of he situation.
