The ctc page on lights & reflectors is good. Google hasn't found me any actual examples of missing pedal reflectors being assessed as contributory negligence, but the legal mechanisms seem to be there. Pedal reflectors are surprisingly effective, so it could plausibly happen that their absence would matter and be noticed.
