Unfortunately I think you'll be disappointed. There have been no scrap bikes at my local tip for about 3 years now. I think (certainly in Essex) that the bikes given to the tip were officially deemed council property recently so you can't chat the to the blokes there and get them to give you one for a drink like in the old days, cos they've been told not to by higher powers.
Seems like I'm on the side of the beurecrats a lot in this thread, but I'm not, just trying to save you some wasted effort
The place to go is somewhere that 'recycles' bikes. They've been good to me in the past
